A Scotland cap at schoolboy and youth levels, Mullen joined West Ham United at 16 although homesickness forced his return after only a year. After spells with Partick Thistle and East Stirlingshire he signed for Dunfermline, making his debut in 1977.
In season 1978/79 he made his mark, missing only three games in Dunfermline`s promotion-winning season and finishing second top scorer. Released in 1980, he moved to Kirkintilloch Rob Roy.
