Signed from Tynecastle Boys Club in July 1980, it took until late in season 1982/83 for McGovern to get a decent run in the first team. Dunfermline were relegated and McGovern moved to junior football with Ormiston Primrose. In 1985 he returned to the senior ranks with Berwick Rangers before moving to Cowdenbeath in 1986 from where he enjoyed a long and successful career, making over 250 appearances for the Central Park side.
